Key Takeaways

  • You pay for seats, not people. On per-seat CRMs the bill follows the number of seats you bought. Deactivating a user frees the seat for someone else, but it usually doesn’t lower the bill.
  • Adding is instant, removing waits. A new seat is billed as soon as you add it. HubSpot won’t reduce your seat count until your renewal date, Salesforce’s standard agreement doesn’t allow decreases during the term, and Pipedrive removes seats at the next billing cycle.
  • Not everyone needs a paid seat. HubSpot view-only seats are free, and Salesforce has an API-only integration license. Anyone who edits records or logs email still needs a paid seat.

A CRM seat is a paid license for one person to use the CRM. On per-seat CRMs such as HubSpot, Salesforce, Pipedrive, Zoho CRM and monday CRM, your bill is the number of seats you bought times the seat price, whether or not every seat has someone in it. That has two consequences most buyers only notice after signing: hiring raises the bill the day you add a seat, and losing someone often doesn’t lower it until the next billing cycle or the contract renewal.

This guide covers what counts as a seat, which users can go without one, and what happens to the bill when people join or leave. Every rule below comes from the vendor’s own help pages, pricing pages or contract terms, checked on November 3, 2026. If you want each CRM’s price at 5, 20 and 50 users instead, that’s in our CRM pricing comparison.

Seat vs user: what you are billed for

A seat is a slot you pay for. A user is a person you’ve added to the account. You can have more seats than users, and you pay for the seats. Pipedrive’s help center defines seats as the number of possible active users in your account, and bills by that number rather than by who is logged in.

The difference shows up when someone leaves:

  • Pipedrive: deactivating a user keeps the seat on your bill. You can give the seat to a new hire with no billing change, or remove it, and a removal takes effect at the start of the next billing cycle.
  • Zoho CRM: deactivating a user doesn’t cancel the license. You can reuse it for another user, and you keep being billed for it until you reduce your total number of licenses.
  • HubSpot: removing a seat from a user only unassigns it, and HubSpot keeps billing you for the unassigned seat until you remove the seat itself.

So the first habit of a per-seat buyer is to check two numbers each month: people who need access, and seats on the invoice. They drift apart quietly.

Who needs a paid seat, and who doesn’t

Anyone who edits records, works deals or sends email from the CRM needs a paid seat on a per-seat plan. People who only look, and systems that only talk to the API, can sometimes go on a free or cheaper license. It depends on the vendor.

Who What they need
Reps, managers, admins who edit records A paid seat on every per-seat CRM. On HubSpot Sales Hub that is a Core seat on Starter and a Sales seat on Professional and Enterprise.
Executives, finance, ops who only look HubSpot view-only seats are free and unlimited on Starter, Professional and Enterprise. A view-only user can see records, dashboards and reports and log notes, but can’t edit records, save reports or log and track email. Salesforce’s Sales Cloud pricing page lists no free viewer seat, so ask your account executive.
Integrations and scripts using the API Salesforce offers a separate Salesforce Integration user license that restricts the user to API-only access, in Enterprise, Unlimited, Performance and Developer editions. Ask how many your edition includes and what more cost.
Agency partners and developers HubSpot has free Partner seats for staff of eligible HubSpot Solutions Partners, and free Developer seats that only reach the developer platform.
Contractors and seasonal staff No special license at these vendors. If they edit records, they need a paid seat for as long as you keep it, and on an annual contract that can be the rest of the term.
AI agents Usually billed by usage or per user, not as a seat. HubSpot runs its AI agents on HubSpot Credits (500, 3,000 or 5,000 a month on Starter, Professional and Enterprise, then $0.010 per extra credit). Salesforce sells Agentforce for Sales from $125 per user a month on Core and above, and includes it on Max. monday CRM includes AI credits on Standard and Pro.

Two practical points. First, a viewer who later needs to log emails or update a deal has to move to a paid seat, so plan for the people who start as viewers and grow into editors. Second, Pipedrive and Zoho CRM describe one kind of paid seat or license per active user on the pages we checked; neither lists a free viewer tier.

What happens to the bill when you hire

Each hire who needs to edit adds the full per-seat price, at your tier’s current rate, from the day you add the seat. HubSpot, for example, lets you buy more seats at any time at your subscription tier’s current rate. Here is what one more editing seat costs on the tiers growing teams buy most, at each vendor’s annual-billing price:

CRM and tier One more seat, per month One more seat, per year
HubSpot Sales Hub Professional $90 $1,080
Salesforce Pro Suite $100 $1,200
Salesforce Core $195 $2,340
Pipedrive Growth $39 $468
Zoho CRM Professional $23 $276
monday CRM Pro $28, but sold in seat blocks $336, but sold in seat blocks
Conduyt Starter or Professional $0 (unlimited users) $0 (unlimited users)

Seat blocks change the math. monday CRM sells team sizes of 3, 5, 10, 15, 20, 25, 30, 40, 50, 100 and 200+ seats, with a 3-seat minimum. A 10-person team on Pro pays for 10 seats, $280 a month on annual billing. The 11th hire moves the team to 15 seats, $420 a month, so that one person adds $140 a month until the team grows into the block.

Hiring can also push the whole team up a tier when the new role needs a feature the current tier lacks, which reprices every seat at once. Our CRM pricing comparison shows those tier jumps at 5, 20 and 50 users.

What happens when someone leaves

On most per-seat CRMs the bill doesn’t drop when a person leaves. It drops when you remove the seat, and some contracts don’t let you remove it until renewal.

  • HubSpot: once seats are purchased, the total can’t be reduced until your next renewal date, and never below your subscription’s minimum commitment. Removing an unassigned seat schedules the change for the next billing period and doesn’t adjust the current invoice. If you reassign a seat that is scheduled for removal, the downgrade is cancelled. Note that Professional commits you to a year even when you pay monthly.
  • Salesforce: the standard Main Services Agreement bases fees on subscriptions purchased, not actual usage, and says quantities purchased can’t be decreased during the subscription term. Subscriptions renew for another year unless either side gives written notice at least 30 days before the term ends, and a renewal at a lower volume is re-priced without regard to the prior term’s per-unit price. In other words, shrinking at renewal can cost you your discount. Your order form can override these defaults, so read it.
  • Pipedrive: billing follows seats, so a departed rep’s seat stays on the bill until you remove it, and removals take effect at the start of the next billing cycle. On annual billing, that cycle can be months away. Pipedrive’s pricing page offers monthly billing with no commitment.
  • Zoho CRM: the license stays billed after deactivation until you reduce your total licenses. Zoho says its CRM has no contracts or commitments and bills monthly or yearly.

Seat math for a team that changes during the year

The per-seat price sets most of the cost, and the seat rules decide whether shrinking saves you anything before renewal. Take a team that has 10 users in January and February, hires 5 people in March, and loses 3 people in September who aren’t replaced. Changes happen on the first of the month, at list prices, before add-ons and onboarding fees:

CRM and billing Year-one cost Paid for empty seats
HubSpot Sales Hub Professional, $90/seat, annual commitment $15,300 $1,080 (3 seats, September to December)
Salesforce Pro Suite, $100/user, billed annually $17,000 $1,200 (3 seats, September to December)
Pipedrive Growth, $49/seat, billed monthly $7,889 $147 (3 seats for September, removed from October)
Conduyt Starter, $299/mo flat, billed monthly $3,588 $0 (no seats)

The HubSpot and Salesforce rows also carry 15 seats into renewal unless you remove the extra seats before the renewal date. The Pipedrive row is cheaper partly because the seat price is lower and partly because monthly billing lets the bill shrink a month after the team does. On Pipedrive’s annual billing the seat costs $39 instead of $49, but the three empty seats would stay until the next annual cycle.

Flat rate is not always the cheaper row. A team that stays at two or three people pays less on most per-seat mid tiers than on a $299 flat plan. Our flat-rate CRM page lists the user count where flat rate becomes cheaper for each vendor.

Seat questions to ask before you sign

Ask these in writing, and keep the answers with the contract:

  1. Are we billed for assigned users or for purchased seats?
  2. When does a seat removal take effect: immediately, at the next billing cycle, or at renewal?
  3. Is there a minimum seat commitment, and does it reset at renewal?
  4. Are seats sold one at a time or in fixed blocks?
  5. Which users can go on a free or cheaper license: viewers, integrations, partners, developers?
  6. How is AI billed: per user, per credit, or included in the seat?
  7. If we renew with fewer seats, does our per-seat price hold?
  8. How many days’ notice do we need to change seats or cancel before renewal?

Contract length and the other fees that sit outside the seat price, such as required onboarding, are compared vendor by vendor in the contract terms section of our CRM pricing comparison.

How flat-rate pricing removes seat math

A flat-rate CRM has no seat count, so there is nothing to add, strand or remove. Conduyt charges $299 a month for Starter or $499 a month for Professional, or $249 and $399 a month billed annually, with unlimited users and unlimited contacts on both plans.

Starter and Professional are month to month. Upgrades take effect immediately and are prorated, downgrades take effect at the next billing cycle, and cancellations are effective immediately. Viewers, contractors and seasonal staff can each have their own login at no extra cost, and the API and the MCP server are on every plan.

On Professional and during the 20-day free trial, AI teammates (Claude Code, Codex and Grok Bot) join Team Chat with their owner’s permissions. Anything they send under a person’s name waits for that person’s approval, and they don’t change the bill either. The account owner turns them on in Settings > AI.

The trial needs no credit card, and our team will move your contacts and set up your first pipeline and automation with you on a call, at no cost. See pricing for what each plan includes.

Frequently asked questions

What is a CRM seat?

A CRM seat is a paid license that lets one person use the CRM. On per-seat CRMs you are billed for the number of seats you buy, not the number of people logged in, so an empty seat costs the same as a full one until you remove it.

Do deactivated users still cost money in a CRM?

Usually, yes. In Pipedrive and Zoho CRM a deactivated user’s seat or license stays on the bill until you reduce your seat count, and in HubSpot an unassigned seat is billed until you remove it. Pipedrive applies removals at the next billing cycle, and HubSpot can’t reduce your total seats until your renewal date.

Are view-only CRM users free?

In HubSpot, yes. View-only seats are free and unlimited on Starter, Professional and Enterprise, but a view-only user can’t edit records, save reports or log email. Other CRMs vary, and none of Salesforce, Pipedrive or Zoho CRM lists a free viewer seat on the pricing pages we checked on November 3, 2026.

Can I reduce CRM seats in the middle of a contract?

Often not. HubSpot doesn’t allow reducing your total seat count until the next renewal date, and Salesforce’s standard Main Services Agreement says quantities purchased can’t be decreased during the subscription term. Pipedrive applies seat removals at the start of the next billing cycle, and Zoho CRM, which has no contract, keeps billing a license until you reduce your license count.

Do integrations and AI agents need a CRM seat?

Not always. Salesforce has an API-only Salesforce Integration user license for system integrations. AI is usually billed by usage or per user instead of as a seat: HubSpot uses HubSpot Credits at $0.010 per extra credit, and Salesforce lists Agentforce for Sales from $125 per user a month.

Does Conduyt charge per seat?

No. Conduyt is $299 or $499 a month with unlimited users and contacts, month to month, with an optional annual plan at $249 or $399 a month. Adding or removing people never changes the bill.
